Fuel smuggling as a dangerous pest on the path of economic growth has been so far the measures and costs a lot to deal with this serious challenge. The present study aims to identify and investigate the factors of fuel smuggling in Hormozgan Province. Following that, after reviewing the literature of the related studies and experts’ opinions, the conceptual model for the factors affecting fuel smuggling is designed in the form of 29 indicators. Then by Fuzzy Analytic Hierarchy Process and failure modes and effect analysis in fuzzy environment, the most important factors were identified and Strategies to overcome these factors were presented. With regard to the aim of the present study, it can be considered as an applied study and it is a descriptive survey regarding data collection. The population of the study is consisted of the managers and experts associated with smuggling in the organizations of fight against smuggling, police, the office of governors and municipality. Non-random target sampling method is used and the size of the population of the study is 15 people. The findings of the study indicate that the most important factors of fuel smuggling are “demand growth and availability of the centers which buy the smuggled fuel in other countries” ,“ good conditions for trafficking in the neighboring countries”, and “ extensive land and sea borders and the lack of controls on these borders”.
