Abstract
New media rights branch of jurisprudence that according to the new character of going through the process of its evolution. in which, while recognizing the impact of print media only against the national development strategies of control and supervision has also been mentioned. In this paper, using documents - describing the importance of the media in national development and program approvals fourth and fifth development of media rights has been paid.
