fa چالشهای حمایت از تولیدات داخلی با تأکید بر پیشگیری از قاچاق تخصصي Special اجتماعی Social Article <p><span style="font-family:tahoma;"><span style="font-size:18px;"><span class="fontstyle0" style="color: rgb(51, 51, 51); background-color: rgb(255, 255, 255);">از جملـه مسـائل مهـم در یـک مبـارزه ی اقتصـادی، توجـه بـه تولیـدات داخلـی اسـت.<br> دولتهــا بــرای کمــک بــه توســعه و رشــد اقتصــادی کشــور در جهــت حمایــت از صنایــع<br> داخلـی بـه ویـژه صنایـع نوپـا، اغلـب سیاسـتهای حمایتـی اتخـاذ می کننـد؛ در حالـی کـه<br> قاچـاق کالا و ورود کالاهـای مشـابه خارجـی رقابـت را بـرای بـازار داخلـی دشـوار می سـازد،<br> حتــی بــه تعطیلــی و رکــود فعالیتهــای صنعتــی منجــر میشــود. در ایــن مقالــه بــا روش<br> اســنادی ـ توصیفــی بــه ارزیابــی چالشهــای حمایــت از تولیــدات داخلــی بــا تأکیــد بــر<br> پیشـگیری از قاچـاق پرداختـه شده اسـت. در پایـان ایـن نتیجـه حاصـل شـد کـه از دیربـاز در<br> سیاسـت کیفـری تقنینـی ایـران بـرای مقابلـه بـا قاچـاق، تدابیـر ویـژهای صـورت گرفته اسـت؛<br> امـا ناکافیبـودن ایـن تدابیـر و زیانبـار بـودن سـرکوبی مرتکبـان قاچـاق کالا و ارز، مقنـن را<br> بـه کاربـرد تدابیـر پیشـگیرانه سـوق می دهـد. در همیـن راسـتا فصـل دوم قانـون مبـارزه بـا<br> قاچـاق کالا و ارز، بـه پیشـگیری از وقـوع جـرم اختصـاص یافته اسـت. امـا کاربسـت ایـن تدابیر<br> بـا چالش هـای مختلفـی همـراه بـوده کـه در ایـن پژوهـش بـه آنهـا اشـاره شده اسـت.</span></span></span><br background-color:="" font-size:="" sans="" source="" style="color: rgb(51, 51, 51); font-family: Tahoma, Arial, Verdana, " > &nbsp;</p> &nbsp;<br> <strong>Abstract</strong><br> One of the important issues in an economic warfare is the attention to domestic products. To support the country&#39;s development and economic growth, governments often adopt supportive policies to support the domestic industries, especially the new ones. While smuggling goods and entering similar foreign products makes it difficult for the domestic market to compete, it has even led to the closure and downturn of industrial activities. In this paper, the documentary-descriptive method has been used to assess the challenges of supporting domestic products with an emphasis on smuggling prevention. In the end, it was concluded that since ancient times a special position has been taken in Iran&#39;s criminal-legislative policy towards confronting smuggling. But inadequacy and harmfulness of crackdown on goods and currency smugglers led the legislator to adopt preventive measures. In this regard, Chapter II of the Anti-Smuggling Goods and Currency Act has been allocated to prevent crime.
