fa تاثیر ممنوعیت ممیزی مطبوعات بر مؤلفه های حقوق عمومی تخصصي Special اجتماعی Social Article <p dir="RTL">&nbsp;ممنوعیت ممیزی در عرصه مطبوعات با توجه به سابقه پذیرش این اصل در اغلب قوانین اساسی کشورها یکی از بارزترین مسایل معاصر به شمار می رود که توانسته مفهوم سنتی سانسور را دگرگون ساخته تا به تحولاتی که در عرصه زندگی در جهان شاهد ان می باشد ، پاسخ دهد و مفهوم نسبی از آزادی اندیشه را به اثبات برساند.</p> <p dir="RTL">به رغم تأکید این اصل بر آزادی دست اندرکاران مطبوعات و حوزه چاپ و نشر،&nbsp; ولی تاکنون در عمل به علل گوناگون نتوانسته جایگاه واقعی خود را به دست آورد و به رسالت واقعی خود ، همانا محرم دانستن مردم در باب اطلاع رسانی از جانب حاکمان قدرت، دست یابد.</p> <p dir="RTL" style="text-align: justify;">این پژوهش در پی تبیین و آشنایی با ثمرات یکی از اصول قانون اساسی کشورمان پیرامون مطبوعات و حوزه چاپ و نشر در فواصل سال های 1285تا 1357(نهضت مشروطه تا پایان پهلوی دوم )درقالب حقوق ملت تحت عنوان ، اصل ممنوعیت ممیزی مطبوعات می باشد.</p> <p dir="RTL" style="text-align: justify;">علت این همه ناهمپوشانی تئوری و عمل یک اصل مصرحه قانون اساسی در دوران مورد بحث را می بایست در عدم همخوانی سیستم های حکومتی با فلسفه وجودی چنین اصلی جستجو کرد.</p> <p dir="RTL" style="text-align: justify;">در این پژوهش سعی شده است به سؤالاتی در این باره پاسخ داده شود از جمله این که ، آیا بین نحوه زمامداری حاکمان با اصل آزادی مطبوعات تعارض وجود دارد ؟ آیا گنجانیدن اصل ممنوعیت ممیزی در قوانین اساسی کشورهای جهان سومی تنها ابزاری نمادین جهت ژست های کاذب سیاسی عامه پسند بوده است ؟و سوم این که این نگاه ابزاری به اصل ممنوعیت ممیزی چه تبعاتی را برای جامعه هدف مود بحث از منظر مؤلفه های حقوق عمومی به دنبال داشته است .</p> <p align="right" dir="RTL"></p> <p dir="RTL" style="text-align: justify;"><span dir="LTR">regarding the acceptance of the audit ban principle in the constitutions of most countries, is considered as one of the most significant contemporary issues that able to transform the traditional concept of censorship developments in the life of the world is a relative concept of freedom to respond and prove.</span></p> <p dir="RTL" style="text-align: justify;"><span dir="LTR">&nbsp;&nbsp; Despite the emphasis on the principle of freedom of the press and publishing professionals , but the various causes of action failed to achieve its real position Certainly helpful to know their real mission is to inform people about the power of rulers is to achieve</span></p> <p dir="RTL" style="text-align: justify;"><span dir="LTR">This study seeks to explain, review and be familiar with the result&nbsp; of one of the principles of the constitution of our country about the press and the publishing in the interval between 1285 to 1357 (Constitutional Movement to end till&nbsp; the second Pahlavi)&nbsp; is framed in terms of people&#39;s rights under the principle of prohibiting audit of the press.</span></p> <p dir="RTL" style="text-align: justify;"></p> <p dir="RTL" style="text-align: justify;"><span dir="LTR">This study has tried to be answeredabout the question&nbsp; including , is there the conflict between the rulers with the principle of freedom of the press?
